Interoperability with Health-Focused Agencies

Mr. Robert Wood 

Mr. Wood most recently served as the CISO for CMS up until April of 2024. He led enterprise cyber security, compliance, privacy, and counter intelligence functions at CMS and ensures the Agency complies with secure IT requirements while encouraging innovation. 

Mr. Wood has over 10 years of experience in information technology, information security and management consulting. Today, he serves as Managing Partner and Founder of Sidekick Security. 

Prior to CMS, Mr. Wood has built and managed several security programs in the technology sector. He was also formerly a Principal Consultant for Cigital where he advised enterprises about their software security programs. He also founded and led the red team assessment practice with Cigital, focused on holistic adversarial analysis, helping organizations identify and manage risks from alternative perspectives. 

Mr. Wood has a B.S. in Information Management & Technology from Syracuse University.

Ms. Kerry Goetz

Director of the National Eye Institute’s Office of Data Science and Health Informatics

Ms. Kerry Goetz is the Director for the National Eye Institute’s Office of Data Science and Health Informatics. In this capacity she is responsible for advancing data management and sharing strategies to make NEI data FAIR (Fully AI-Ready & Findable, Accessible, Interoperable, and Reusable). For over a decade, Ms. Goetz has been leading the eyeGENE Program, a controlled access resource with imaging, data, samples, and a patient registry for rare eye conditions. She has also been entrenched in standards development since 2011 and serves on the NIH CDE Governance Committee. She has worked closely with LOINC to create and review ophthalmology codes submitted by partners across the globe. Ms. Goetz co-leads the Eye Care and Vision Research OHDSI OMOP Working Group, is a member of the American Academy of Ophthalmology Standards Working Group, and the DICOM Working Group 9 aligning imaging standards.

Mr. John Rancourt

Deputy Director, Office of Technology at ONC

Mr. Rancourt serves as Deputy Director of the Office of Technology (OTECH). This office advises the National Coordinator and the Deputy National Coordinator on health information technology matters and fosters health information innovation. OTECH oversees coordination with federal agencies and industry stakeholders for advancing health information technology interoperability for improved health care delivery.

Mr. Rancourt joined ONC in 2011 as a Presidential Management Fellow. During his fellowship, he worked on ONC’s State Health Information Exchange Program and performed a rotation with Inova Health System’s Informatics Department. Since then, he has held a variety of leadership positions at ONC, including serving as the Deputy Director of the former Office of Care Transformation and most recently as the Director of the Interoperability Division in the Office of Policy. During his tenure at ONC, Mr. Rancourt has led policy and programmatic activities for the Trusted Exchange Framework and Common Agreement (TEFCA), state and Medicaid interoperability efforts, social determinants of health data interoperability, value-based transformation enabled by health IT, consumer engagement and data access, and interoperability activities for public health, behavioral health, emergency medical services, and long-term and post-acute care providers. Prior to his work at ONC, Mr. Rancourt built health policy expertise through a range of roles, including on Capitol Hill, for the Government Accountability Office, on a political campaign, for pharmaceutical companies, as a patient advocate, and as a health care industry journalist. Mr. Rancourt was also a Christine Mirzayan Science & Technology Policy Graduate Fellow with the Institute of Medicine (now the National Academy of Medicine). 

Mr. Rancourt holds a bachelor’s degree from Georgetown University and a Master of Public Administration from American University.

Mr. Lance Scott

Chief Technology Officer at the FEHRM

Mr. Lance Scott serves as the Federal Electronic Health Record Modernization (FEHRM) office’s Chief Technology Officer. In this role, Mr. Scott focuses on the FEHRM’s joint efforts, maximizing resources and improving collaboration on the joint health information exchange, HealtheIntent, Joint Legacy Viewer, and other priorities. He manages joint requirements to create joint architecture and use cases, while synchronizing change requests, service requests, and releases. Mr. Scott also oversees the adoption of information models and standards while tracking joint decisions. He also manages the technical orchestration of all engineering and cybersecurity activities impacting the federal EHR and the exchange of health data between the federal EHR and private sector partners. Previously, Mr. Scott served as a Project Manager for the DOD Defense Medical Information Exchange.

Mr. Scott’s expertise includes over 20 years of acquisition experience, beginning with the U.S. Army’s Program Executive Office for Command, Control Communications – Tactical organization in 2001. He served as APM for the U.S. Army’s Global Command and Control System – Army, as well as the Deputy Program Manager of the Net Enabled Command and Control program for the Defense Information Systems Agency. From 2009 to 2012, Mr. Scott led initiatives under the Assistant Secretary of the Army (Acquisition, Logistics and Technology), which improved analytic capabilities and network modernization practices, resulting in a cost avoidance of more than $30 million. Mr. Scott served 22 years in the U.S. Army and retired in 2010.

Mr. Scott received his Master of Science in Computer Resources and Information Management and his Bachelor of Science in Biology and Chemistry. He completed the Command and General Staff Officer Course at the U.S. Army’s Command and General Staff College. In addition, Mr. Scott holds Program Management III, Information Technology II and Systems Engineering I certifications from the Defense Acquisition University.

Mr. Todd Turner

VHIE Deputy Director for Technical Management at the VA

Mr. Turner serves as the VHIE Deputy Director, Technical overseeing VA’s Query-Based Exchange, Direct, Exchange Partner Management, Clinical Data Quality Management and Patient Participation Preference program areas. Todd manages relationships with VA’s Office of Information & Technology (OIT); Office of Electronic Health Records Management Integration Office (EHRM IO); Community Partners, eHealth Exchange, CommonWell, CareQuality and other VA stakeholders.

Mr. Turner has been with the VA since December 2007 serving as a Management and Program Analyst. From 2015-2022, he served as Program Manager for VHIE’s Exchange Solutions Management (ESM) team. He is responsible for strategizing, implementing, and managing VHIE program technical goals and serves as the primary point of contact for stakeholders supporting VA and private sector healthcare providers interested in implementing HIE technologies. Mr. Turner provides leadership in the design, development, coordination, and evaluation of health data exchange and clinical data quality improvement activities, which improve organizational performance and healthcare for Veterans.

Prior to joining the VHIE program, Mr. Turner worked in various management roles within the VA/DOD Health Information Sharing Office, iEHR Staff Office, and HI Interoperability Office from 2007 –2022. He served as a senior management analyst in the application of program management techniques of highly complex health IT data sharing projects and programs. Mr. Turner’s Federal service was preceded with his work as a program manager for Lockheed Martin where he was responsible for providing leadership, direction and guidance to a diversified health information technology team servicing Federal clients.

He has a master’s in business administration/finance from Marymount University and a bachelor’s in business administration from Mary Washington College.
